Wow, but this one is a toughie. Just on the basis that it would make life easier and better for the immigrants I would say yes. Sometimes you have to force / help people to improve their quality of life.

Traffic on Anguilla

The Traffic Situation on Anguilla is not getting better. Infact; speeding, careless, preoccupied, drivers are quickly becoming a menace to our community. What can be done about it? Would better reinforcements of speed limits help? how about the use of seat belts, and a ban on cell phone use while driving? I don't know. But we need to talk about this.

If you want to live in a country which language you dont speak, I think it is more than logic to learn the language. cant properly function in that country.Persons who dont speak the language of a country:

Have a hard time to solialize with locals and become part with them
To deal with all government instanties will be hard.

It is totally disrespect if you dont take the effort to learn the language, that means you expect people to address you in your language.
